Bending the Bulwarks of Digital Sovereignty: Evaluating Cyber-Security Technologies, Cultural Resistance, and State Power in Indonesia

Abstract
As digital transformation accelerates, post-colonial nation-states increasingly seek to construct regulatory and technological cyber-boundaries through which national authority can be asserted in digital space. This study evaluates the complex interplay among state power, cyber-security technologies, and cultural resistance in Indonesia's pursuit of digital sovereignty. Employing a qualitative case-study design that combines critical policy analysis with socio-technical framework mapping, the study examines national cyber-governance instruments, including Private Electronic System Operator (Penyelenggara Sistem Elektronik PSE) regulations, personal data protection frameworks, national cyber-security strategies, network-level filtering mechanisms, and centralized digital infrastructures, alongside grassroots forms of digital resistance. The findings indicate that although the Indonesian state has substantially expanded its regulatory and technological capacity to govern digital space, the resulting sovereign control remains contingent and contested. State-imposed digital boundaries are continuously negotiated through digital activism, circumvention practices, decentralized communication channels, and culturally embedded forms of online participation. Moreover, persistent dependence on transnational platforms, foreign technological infrastructures, and external technology vendors constrains the achievement of full technological autonomy. This study therefore conceptualizes digital sovereignty not as a static state-controlled fortress, but as a continuously negotiated socio-technical field in which state authority is reshaped by technological dependencies and societal resistance. The findings suggest that sustainable cyber-governance in emerging democracies requires participatory, rights-sensitive, and socio-technically aligned approaches rather than an exclusive reliance on centralized regulatory control.
